Florida. In our role as counsel for the Retirement System we:

attend regular trustee meetings

prepare special reports
concerning new laws and court decisions

draft, review and revise pension
ordinance amendments, administrative forms, and other documents

negotiate agreements with
Retirement System service providers

amend or draft such service
provider agreements

provide legal opinions to the
Board of Trustees regarding plan operations, plan and statutory
interpretations

qualified domestic relations orders and income deduction orders

with informal and formal disability claim proceedings

Description
We are known for providing
quality legal service at reasonable fees with emphasis on service
and availability to each client represented. Founding partners
Bob Sugarman and Howard Susskind have worked together for more
than 32 years. Both have extensive experience in pension and
employee benefit law and have continuously been included in
The Best Lawyers in America. Bob and Howard are each listed
by Florida Monthly magazine as two of Florida’s “Top
Lawyers.” The firm of six (6) attorneys, all of which are
members of the Florida Bar, represents over 60 local and national
retirement plans in the public and private sectors.
Bob Sugarman has been a member
of the Florida Bar since 1972 and is a Florida Bar Board
Certified Labor and Employment Lawyer. He is the primary
attorney providing services to the Retirement System. He
received his law degree from the University of Virginia Law
School.
Bob is a frequent speaker at
retirement plan seminars and conferences, including those
sponsored by the Florida Public Pension Trustees Association, the
International Foundation of Employee Benefit Plans, Florida
Government Finance Officers Association, the Society of
Actuaries, the National Police and Fire Pension Seminar, and the
National Association of Police Organizations. He lectures on
such current issues as DROP plans, early retirement incentives,
disabilities, the ADA, trustee self protection, the effect of
recent federal legislation on pension plans, and changes in state
and federal law. He is a permanent faculty member of the
International Foundation’s Certificate of Achievement in Public
Pension Program.
